No, definitely not. Herpes doesn't cause itching or irritation feelings without visible blisters or open sores; and herpes outbreaks never last more than 7-10 days at a time.

Hello Dr, there is actually no rash but that the penis seems irritated and itchy. I am not sure about the condom since I was intoxicated, however the irritation and itching is always prnounced after an act of masturbation. I know I am probably being over anxious abut my exposure but would penile itching on and off on a daily basis for two months plus without any lesions or sores or outbreak be due to herpes. Also, why does it always happen to be more pronounced after masturbation or sex? Please advise.

There isn't anything at all in your symptoms that suggests genital herpes. It seems to me the explanation is obvious, i.e. some sort of irritation (allergy?) from olive oil. I would suggest you stop using it as a genital lubricant.
Having had condom-protected sex with a partner at apparent low risk for STD doesn't change my opinion about this. And it seems the condom remained intact; i's pretty much impossible for a condom to rupture and not be noticed. So all things considered, that was a very low risk sexual exposure.
If the rash persists or keeps returning after you cease using olive oil, you should see a health care provider (perhaps a dermatologist). You may have some sort of underlying dermatologic problem that is being exacerbabed by olive oil and/or the physical stimulation with masturbation. The vast majority of penile skin dermatology problems are not STDs. In any case, you should drop all concern about herpes. For sure that's not the problem.
