Lightcolored bumps around urethra (male)

I am a 15 year old male, I have not engaged in sexual activites. For about a year from now I've noticed small, white/skincolored bumps around the urethra of my glans. I also have that lopsided part of the inside/outside of the left urethra described in the thread above, so it seems like I am not entirely alone.

I however really wonder what this could be (the bumps), because it seems as if they just appeared from nowhere. Could my washing technique have been bad? I remember I used alot of soap years back around the glans that might've been bad, but would that really cause these sorts of bumps?

They are more visible when my penis is erect, but can also be seen when flaccid. I have similar spots surrounding the foreskin, but I suppose those are just sebaceous glands?

Hi,

To get an exact answer and diagnosis, you should be examined by a doctor.  Meanwhile, you could always check out Pearly Penile Papules (or PPP) ~ they're commonly found on the penis, and are considered normal...
