Penis rash for 5 months and still going

I am a circumsized male in my mid twenties. I have not had a sexual partner in years. That changed about 5 months ago, when I hooked up with a friend who had been with one guy for the past year. She gets tested yearly showed me her results before, is on birth control, so I had a wild weekend of unprotected sex.

About a week later, I noticed irritation at opening of my penis and irritation on the side of the penis on the foreskin area.  This got worse over 2 weeks. Than at the third week, I began to develop flu like symptoms, and a red rash on the head of my penis. There were no blisters or ulcers, nothing open. I was worried I had herpes even though I saw her results for IGG were negative only a few months ago (She gets tested for everything yearly at her gyno appointment). The doctor tested me for everything major, including IGG and IGM for herpes. Everything was negative. I was concerned so I had her get tested despite never having signs, only a yeast infection or two ever in her life (She is not dirty). She showed me her results, negative for everything including IGG for herpes 1 and 2.

The low fever went away, but the rash has had a irritation/burning feeling for the last 5 months. The head of the penis gets very red easily with masturbation so I don't do it, i also have white areas on the penis with the red. If I urinate or have to go number 2, its like a pressure builds up and red areas start to form. If I go to the gym or anything, it gets very irritated even while wearing loose clothes. The rash lightens up when I am laying bed for the night. It gets better or worse, but never goes away. Lately I have also had pink eye, possibly unrelated but quickly moved from one eye to the other fast.

The Doctors
The GP at one month told me it didn't look like any STD. He tested me for Herpes IGG and IGM, gonorrhea, chlamydia, HIV, Aids, Hepatitis, and syphilis. All negative. He said it was dermatitis.
The Urologist over the following two months told me it could be fungal despite being circumsized. I do have vitiligo and Tinea Versicolor from time to time, I figured maybe I built up a resistance to Ketocanazole for fungal issues on my torso.
The dermatologist was stumped. He said perhaps it was broken capillaries or damaged nervous/ cardio system in that area.

The treatment
I have switched to non-allergenic soaps (using none on the area) and laundry detergents. I stopped putting stress on the area. I used a topical steroid cream, anti-fungal cream, anti-fungal powder, and yeast infection oral pills, all prescribed and nothing helped.

Testing
I was tested for Gonorrhea and Chlamydia at 1 month, 2 month and 3 months. All negative.
I was tested for Herpes via IGG at Quest at 1 month, 3 months, and 4.5 months. All negative.
I was tested for Hiv/Aids at 1 month, and did a at home oraquick on 3 months. Negatives
I was tested for Syphilis and Hepatitis at 1 month. Negative

My symptoms persist for 5 months. Rash on penis, mostly the head. Red blotches, whiter blotches, that disappear and reappear quickly, red spots always come up after urinating or when I have pressure as if I have to go number 2 (although some darker red/ almost brown has been there for 5 months and never gone away). I have had constant burning for 5 months, although it gets better or worse during the day. Burning usually non existent in the morning, gets worse during the day. I have NOT had any noticeable bumps or blisters, nothing open to swab. I have not had any discharge, although if I haven't gone pee in a while my penis opening seems stuck together very once in awhile. Does anyone have anything like this that has found a good treatment or what it is?
