Can a girl ovulation happen every day?

Discharge is normal.  The vagina is a mucous membrane and produces secretions constantly.  The quality of the cervical mucous can change during ovulation, but I'm not sure all women will notice the difference without looking for it.  Baseline body temperatures also change with the cycle, which some people use to try to optimize the process of getting pregnant.  Some women also feel it when they ovulate, but many don't.  It's really hard to tell for sure when you're ovulating without going to a lot of work, because very few women are so regular that you can pinpoint it just with a calendar.

In the end, your vagina should never be dry, just like the inside of your mouth should never be dry, even when you aren't eating and actively salivating.

How do you know if your ovulating because I have discharge everyday that I'm not on my period

no. Ovulation happens once a month in the cycle. But this does not mean you can't get pregnant outside ovulation.

No.  You should be ovulating once a month.  You can still get pregnant any time, though.
