Dry spot

I have a drop circle on my leg. I’m in my late 30s have relatively good skin but it’s been changing. I have slight age spots or more defined freckles. Well on my leg I have a dry rough circle. I put lotion on it for a few days it softened up and I thought oh phew all is good.
Well it came back it’s a circle that looks a little like an age spot but it’s scaley it’s pink white like my skin but yucky smaller than a dime.

Any idea what it is or what I can do.  Is this normal aging ? Legit alllllll my doctors left the practice in my area so I lost my pcp, obgyn, and my dermatologist

It could be just about anything.  It doesn't sound like skin cancer at all, though.
