If someone is told they haven't had a TIA, why can't they drive for a month?

My husband was admitted to hospital following loss of use of his right side blurred vision, headache and speech problems.  He was thought to have had a TIA but his MRI was clear.  Doctors put the symptoms down to the fact he had drunk 5 pints of lager! They still say he can't drive or work for a month but if he hasn't had a TIA, why can't he drive?

Thanks, we have and an MRI does not rule out TIA.  Dr's opinion is it was definitley TIA and believes the hospital mdoctor made a mistake as MRI will only rule out a stroke. Not good news but he's feeling better than when he thought everyone thought he was some sort of alcoholic!
