It all depends on the jurisdiction in the country you live in. Most countries give minors equal rights as adults in deciding about surgery, abortion for unwanted pregnancy etc. It also depends on the nature of surgery. If the surgery is likely to improve your quality of life, is necessary to save your life or avoid complications in the future and if both your parents and the doctor feel it is necessary then depending on the laws in your country, you may have to undergo this surgery.
