high testosterone, low insulin

I have Hashimoto's Thyroid. I was diagnosed after having my first baby 8 years ago. After having my last baby in September my thyroid has been really up and down. When I seem to get it under control, it goes up and down again.
I also have about 30 pounds to lose. I started dieting and exercising and was not losing any weight. I then had some tests done and found out I have high testosterone. The dr said it could be PCOS, but my insulin came back really low.
Are there any other tests I should ask? I feel sick all the time. Even when my thyroid is ok, I still feel exhausted, brain fog, achey, etc.

How do I lower the testosterone without taking birth control?

You still likely have PCOS - don't need a high Insulin to make the diagnosis.  You clearly have hashi, but the thyroid labs look fine so not much more to do there.
