Is it normal to not treat an enlarged thyroid?

I have an enlarged thyroid. My scan from 2015 right lobe measured 1.3cm x 1.3cm X 4.5 cm left measured 1.4x 1.7x 4.5cm and the nodule was not solid and called a benign adenoma. My recent scan Feb 2017 my right lobe 4.9x 1.2x 2.0cm and left lobe is 5.0x 1.7x 2.3cm. The nodule went from 8mm to 2.4 cm and now suspicious and a biopsy was recommended. I am having trouble swallowing and have actually choked on food and liquid. Anytime I move my arm up or the collar of my shirt hits my neck I start coughing bad. I recently went Tuesday to the endocrinologist. He told me that because my levels are fine and I am not hypo or hyper that he is not going to treat it. That he wants me to wait 6 months to see if the nodule grows. He will not do anything unless the biopsy comes back malignant. I was just wondering if anyone has gone through this. If I should get a second opinion? I'm kind of lost on what to do next.
