Thyroglobulin Level

I've had Papillary Thyroid cancer for 10+years with Thyroid removed and 9 surgeries for lymph removal in my neck. My cancer is also in my lungs with minimal growth. My TSH is very low (1-3 range) and my Thyroglobulin has risen from 2.6 to 3.9 in the past 6 months. Is this still considered in the low range? Is there anything else I should be doing other than TSH and Thyro testing every 6 months?
