Thyroid Ultrasound Results

I had an ultrasound on my thyroid and don't know if I need a biopsy or is it cause for concern.
Ultrasound scan demonstrates a right lobe to measure 4.7 x 1.7 x 2.0 cm and the left lobe to measure 3.5 x 1.5 x 2.0 cm.  The isthmus is normal in appearance.  There are multiple bilateral cysts.  Also in the right lobe there is a complex mass in the anterior mid pole measuring 2.2 .x 0.5 x 1.6 cm.  There is also a complex cystic mass in the midpole of the right lobe measuring 6 x 3 x 4 mm in diameter.  In the left lobe there is and anterior mid complex mass measuring 1.2 x 0.4 x 0.9.
What does this all mean and should I have a biopsy?

Confirm the fundings witrh high frequency ultrasound and doppler color flow (to rule out inflammtory process or artifacts; 2 cm mass must be palpable as well.
if nodule confirmed the sample must be taken from solid portions of large and smaller nodule.

I think the rule of thumb is anything over 1cm should be biopsied.
