Arm Strength While lying on back

I have lately been laying on my back and typing on my mobile phone (like now). With my hands holding up the phone, I cannot go long without my arms starting to hurt...specifically my forearms. It doesn't really feel like the muscles are weak, but like maybe they are not getting enough blood.

I am 29 yr old male who was in great shape 3 months ago (exercise 4+ times a week). But in the last 3 months I have not been able to exercise due to a seemingly unrelated neck injury.

The reason this worries me is that lately I also have a heartrate at 65 sitting and going to 100 when standing and remaing there until I sit again.

I know the rising heart rate is something to review with my doc (and I am). But I don't know what to make of the arm thing while lying down.

The symptom ‘odd feeling like something tears and fluid is released and it flows out of my neck and all around with an acid-like feeling to the fluid flow’ is very suggestive of a pinched nerve and not a bleed. It could just be a muscle strain. You need to consult a good chiropractor or physiotherapist and learn some exercises to relieve this strain. Recurrent bleeds into the neck, spine or vertebral column would have caused a number of other neurological symptoms.  
The other possibility is TOS or thoracic outlet syndrome which occurs as the result of narrowing of space below and behind the collar bone. You appear to have the classic symptom of the neurogenic variant of TOS characterized by non specific symptoms like neck stiffness, pain on raising the arm above the head, neck pain and headaches and a tired feeling in arm. Please consult the trauma specialist regarding this.

I did have some nerve problems in my right arm. But this problem seems consistent with both arms.

I have seen 2 chiros and 2 neurologists. Neither really seems to pay attention to this. The neuros ignore most of my other symptoms as well.

I have a suspicion of internal bleeding in my neck. I get an odd feeling like something tears and fluid is released and it flows out of my neck and all around with an acid-like feeling to the fluid flow.

I have also slowly developed orthostatic intolerance slowly since the neck injury. My suspicion is that certain head movements that cause the fluid-release feeling (followed by neck soreness) is me tearing some blood vessel or vein or something and causing some internal bleeding.

A low blood volume would match pretty well with several of my symptoms, including the arm thing. But no doctor will even consider a recurring bleed in my neck. They have told me "that isn't possible." But they never really explain why that isn't possible.

If you had a neck injury then it is possible that there is a pinched nerve in certain positions. This is the reason you have heaviness on lifting your forearms. This anyways puts additional strain on muscles. This position should be avoided and you should use the phone in a sitting posture. Get this assessed by a chiropractor or a neurologist.
