It sounds like a circulation problem. Blood is what gives our skin a red coloring, so if you are sitting or standing with your hands hanging in a dependent position, blood is likely pooling in your hands and having a hard time making its way back upwards. A lot of people have this problem with their feet or legs, called venous stasis, meaning that there is a "leaky valve." I would definitely see the doctor, but in the meantime, try to keep your hands elevated above heart level when resting. This will aid in circulation back to the heart.
