Lip allergy, herpes or bacterial infection?

Hi guys, please i need you help i am desperate. Last May i bought a new lip balm, and days after that i noticed my lips stqrted peeling. I thought it was just because my office is cold, but it became swollen and i noticed that it has crusts or dried up form of a watery discharge. It finally went away and 1 month after i started using the said lip balm again, then days after that the symptoms came back. Now i noticed that i actually have very small blisters usually on the edge of my lips, but my whole lips keep having this watery discharge . the blisters arenot painful, they are just itchy but i am worried that it might be herpes.. After the 2nd outbreak i stopped using my lip balm and gave it to my mom. She had the same symptoms but it did not recur. As for me, it is now August and i am starting to experience the symptoms less than a week after the third flare up cleared. I dont know what is causing this, can you please help me? I am really worried that ot might be herpes seeing that my mom got the same symptoms as me, though as i was looking online mine did not look like the cold sores i see online.. I never engaged in any type of sexual activity so i dont know where i got it if i did have herpes. Thr blisters can be found on the edge of my lips, and it is usually accompanied b dry lips, the blisters have a clear watery discharge that crusts or dries up so i notice it early in the morning, but it can be removed by washing my lips with water particularly a hot one. It usually does not bother me but when i have it my lips are supersensitive and can itch easily when something touches it... Please help guys i am worried of herpes .. I keep thinking about it . i never had these symptoms before ..

I also want to add that my small blisters do not grow big or become red, but my whole lips do become swollen, but the blisters just stay the same aside from leaking fluid when i wash it . right now i only use petroleum jelly but as much as possible i try to leave my lips as it is.
