Neck and shoulder pain with debilitating arm strength

My husband has a neck pain that irradiates into his left shoulder, he's noticing his left arm is not as and seems to be slightly thinner in the area between the shoulder and the elbow than the good one.  This happened to him for the first time back in October and lasted for months the pain and symptoms went away but it started again this week..the pain is excruciating he's been to the doctors, chiropractics, he's having massages but nothing seems to work....any suggestions?
