Your daughter could be having a vascular problem which may be due to peripheral vascular disease or low blood pressure. This could be getting aggravated when she is cold. Other causes of cold extremities with bluish discoloration are hypothyroidism, anorexia, Addison’s disease, adrenal causes like pheochromocytoma, anemia, Buerger’s disease, chronic fatigue syndrome and Raynaud’s disease. Raynaud’s disease is a disease of the blood vessels in which blood can't get to the surface of the skin and the affected areas turn white and blue. Please discuss these possibilities with her doctor.

I'd get her T3/T4 levels checked, cold sensitivity can be caused by hypothyroidism and is common in women (especially those around puberty)
also, as stated above, raynaud's and POTS, and also anemia
HI it can be several diff things from POTS to Raynauds..... Ehlers-Danlos...a good rheumatoid dr should be able to help figure this out.It can even be a low level of a vitamin or mineral.
Do u know if her BP is on the high or low side?
