Tingly/numb sensation in upper lip, going on theee weeks

Hello all. Thank you all in advance for your time. For the last three weeks or so, I've had this near-constant sensation of tingling and numbing, sometimes burning, on the skin between my upper lip and my nose on the right side. It's as if I had a local numbing shot and it's starting to wear off. It feels like it's IN my lip rather than on it. No visible symptoms in that area, but I've also been experiencing minimal swelling and redness randomly a few times a day on my lip lines. My upper lip sometimes also has a red ring on it (like half the time), like I'm wearing lip liner. I do get cold sores, but tingling and redness without a sore for three straight weeks is atypical, so I dont think it's related.

I do understand that a deficiency in B-12 can lead to tingling in hands and feet. I was relatively low in B-12 (333 on a range between 200-1100) on a recent blood test. Could this be related? Something else?

Any insight appreciated! :)
