Do I have to have High blood pressure in order to have a stroke?
I have diabetes.  About 9 months ago I was balancing my account on the computer. Suddenly I felt a 'pop' in my head. I became very confused and couldn't make sense of anything.  I then experienced an excruciating headache on the top right side of my head and down to my jaw. I went to the emergency department of the hospital.  They did a brain scan and said there was nothing wrong.  Afterwards, I discovered that I had trouble walking, was dragging my right leg. several weeks later, the headache came again so I went to my doctor who ordered another scan and said that it showed nothing.

2 weeks ago I went back to my doctor because I was hearing a humming sound in my head. He ordered an MRI and it showed a narrowing of a blood vessel. Based on ythis information , do you think that I had a mini stroke?

It is hard to say but I am a diabetic as well, and low blood sugars can cause confusion, loss of balance, headaches, and in extreme cases you to lose control of arms and legs.  But that doesn't seem to be the case, you could have made a wrong movement or something like that.  High blood pressure will cause issues with the heart, but if you have a mini stroke you would most likely know.  I am not a professional but I am guessing they put you on some type of pill for the blood vessel. Just do what they tell you and if your problems continue then you should tell your doctor what you think and he will let you know his professional opinion.

I have diabetes."............No per se, however, having Diabetes puts you at a higher risk for vascular problems/issues.  

Are you should you don't have high blood pressure?

Are your blood sugars well controlled?

You should definitely consult a Neurologist for follow-up.
