Would this be neurological or orthopedic?

I've been walking in an odd way for the last few months. My right leg is normal, left leg moves oddly. The muscles tense and I have trouble walking. Knee barely bends if at all, and my leg swings to the side in a half circle. I trip a lot because of it, and after a while, it puts strain on my leg and hip. When it started, I blamed it on my shoes, but it happens no matter what I wear.  Also, for a few years now, my right hand clenches when I type and I can't get it to unclench. Only two fingers work for typing on that hand. I've had worsening tremors in my legs since I was 18. I'm 28.

The newest symptom is obviously the walking problems. It makes longer distance mobility hard. Walking up or down stairs is normal, and does not cause problems.

I finally managed to see an orthopedic doctor. He believes this to be neurological and not orthopedic. He wants me to see a neurologist as soon as possible. Soonest I could get wasn't for a month, though...

Yes. Of course I have! He wasn’t sure if it’s ortho or neuro.
