left shoulder pain, diziness, electric feeling

i have left shoulder pain for years now, the pain will go all the way down to my hand and through my chest. i had a mri done came back it was caused by imflamation. im currently on tramadol 50 mg for it. it helps with the pain but it is still painfull. i have high blood pressure taking lisinopril 10 mg and so far its helped. i have great bp now.about a month ago i started to have a dizzy feeling in the top part of my head like loss of movement almost. it last for 1-2 sec. after about 2 min after the feeling i get a electric feeling in my whole body very light doesnt hurt neither does the dizziness. the dizziness almost feels good. the doctor doesnt really know what it is. and seems to be more concerned with my bp then anything. could these symptoms be linked together  or cause of meds.

my left arm also goes numb from time to time. was told that the imflamation could be putting pressure on a nerve. was doing research on the matter and the closest thing i could figure out is a neck issue. (nerves, or disks.)   or anxiety issues. wondering what test i would want to try to do also.
