Does the white head "pop" and have clear fluid come out? I'm really allergic to fragrance and had something similar on my hands a while back caused from hand soap. It was contact dermatitis. I had to use a special medicinal cream -similar to hydrocortizone to help clear it. If it's an allergy from something you're in contact with it might be due to changing soaps, laundry powder, etc. However, it could easily be an allergy from foods, animals, viruses, or another random thing. I'd suggest seeing a dr. I'd doubt its more than an allergic reaction to something, as the few rashes I know of that are viral or bacterial come with raised redness, swelling, pain, itching, and/or fever. But sometimes those rashes don't come with all the symptoms. Also allergies can start off "mild" and get a lot worse. So you should see a doctor. Especially if you've started taking any sort of herbal remedies, new medications, higher doses of medications see one ASAP. An allergy to a medication is not something to ignore or wait on.
Until you can see a dr., try to figure out a source. If you've changed anything in your diet, pantry,or lifestyle, remove it and see if it gets better. If you have been sick it could easily been from that (I have a friend who is allergic to the strep throat bacteria, apparently he turns purple if he interacts with it). If you already have known allergies maybe something crossed over. I'm very allergic to lavender scented things- I get a migraine if I walk by and a horrific rash if it gets on me. A few years ago I accidentally drank some tea that was infused with lavender and had a very violent reaction that almost landed me in the ER. So yeah, allergies aren't to be trifled with. Like I said see a doctor, they can help you figure out where the allergy is coming from (if it's an allergy) and even if they can't figure it out they usually have a good idea of what to put on it.
Speaking of which - I find Palmer's cocoa butter works wonders on bad rashes. For small patches I use Hydrocortizone 10 cream, but it's a medicated steroid so I wouldn't recommend using it for too large an area. I've also used baby's butt balm or desitin to limited success, I couldn't get over how it feels. Also google oatmeal baths, they can really help. And some bar soaps are known for being aggravating - Specifically Lever 2000 has a pH that typically makes rashes worst. So look into that and kind of baby areas after showering.
