Should I do a prostrate biopsy or continue to watch PSA levels

I have an enlarged prostrate and am having a PSA test and digital exam every 6 months.  Digital exam is normal other than protrate is enlarged.

In January of 2010 PSA  was 4.81 and retested at 3.95 in February of 2010.

In June 2010 was 3.73, however in December 2010 was 4.9 and retested on Jan 6, 2011 at 4.2   On Jan. 6 2011 tested %free PSA of 26.9.

Previous readings were as follows
1/06/11   %Free PSA 26.9
1/06/11    4.2
12/29/10  4.9
6/03/10    3.73
2/04/10    3.95
1/18/10    4.81
4/30/99    3.34
10/07/08  3.86
4/08/08    3.40
10/09/07  3.87
