I have the same kind of brown spots on my penis head...sort of looks like freckles or some type of bruise sort of like birthmarks but not raised.
I have been to the dermatologist to have the spots frozen. The dermatologist sprays some type of product which freezes that area. The top layer of that skin will fall out within a week removing the brown spots. Of course it feels like a cooling/ burning sensation when being sprayed. It made me feel better after I had this procedure done.
I haven't been back to keep removing the others but I will. At least the color is more balance now.
You should go check it out and try a small portion at a time.

Dr Singh they are pretty much your exact decription but they are about 1/4 inch, light or dark(depending on erect or not) brown.
Yeah, they are kind of like big freckles that are pretty much the same wrinkly texture as the skin.

Hi, I think that the line underneath your penis is the raph. Every male has this, it sort of reminds you of a scar. The red line I'm not sure about. The small brown spots are most likely simmilar to moles.
Where are you located? Is it possible to find medical consultation at school. I grew up in the Netherlands and we were seen by a school doctor twice a year. This would give you the oportunity to ask questions.
As for getting your parents permission to see a doctor, you could tell them what you are concerned about and ask that you may have this time with the doctor alone.
You do not have to mention that you masturbate frequently, most males do. You could tell them that you noticed this while taking a bath or shower. It all depends on how your relationship with your parents is. There is little to be embarrised about, your dad might have had simmilar questions at that age.
