Burning during urination and sex

I've had this problem for very long (about an year now).. I had a burning feeling whenever I urinated or had sex with my wife (just when I had an orgasm..).

I finally went to the doctor who told me it might be an infection so he advised me to get a Urine DR test done.

The test showed that I had
Albumin - Traces
Red Cells PER H.P.F  8-10
Leucocytes PER H.P.F  2-4
Epithelial Cell  Occasional

rest everything was normal. Doctor gave me an anti-biotic (Noroxin) which I took for 5 days. Got the test done again after 3 days of ending my anti-biotic..

New Urine DR report showed
Albumin -  Nil
Red Cells PER H.P.F  Nil
Leucocytes PER H.P.F  2-4
Epithelial Cell  Occasional

But but burning is still there! I went to the doctor again who examined my penis. I saw that I had ulcers/rash/lumps inside my penis near the the tip. The doctor gave me Gyno Daktrin cream (http://home.intekom.com/pharm/janssen/gynodvcr.html). although he said its a vaginal cream, you can use it too. Use it for 7 days.

I am not sure if its the right thing to do.. Any ideas? should I change doctors or does it seem the right diagnoses/treatment?

Ok. Went to another doctor (Urologist)

He said it might be a ureteral stone and its not ulcer. He gave me 3 or 4 tests... Can he be right?? I dont get it.. the tests are expensive! What do I do?? pls any qualified person?
