Is sensitivity at the urethral opening normal?

I woke up one morning with a painful erection and noticed my urethral opening had become slightly larger and I leaked urine. My doctor treated me for a UTI after STD tests came back negative. I took Ciproflaxon for 5 days. My erection pain went away but I'm still having discomfort sensitivity at my urethral opening when I feel the penis rub against my underwear when I walk. There is no redness or rash signs at the urethral opening.

Can anyone please tell me what might be causing this and what I can do?
