Can high testosterone be the same as low testosterone?

I am a very active 49 year old male who has been an athlete my whole life.  I workout or train 4 to 5 days a week.  I have been on TRT since Feb 2013.  I am taking .5 ml of 200mg/ml of Testosterone Cypionate each week.  Got my Total Testosterone to 997 with Free Testosterone at 216.8. I had started to feel exhausted, unable to finish workouts, having a very low sex drive, body aches, increased body fat and loss of muscle.  I figured my levels had dipped since those were the symptoms which brought me to treatment in Feb.  Last week tests indicated I am now at Total Testosterone of 1354 and Free Testosterone at 372.5 and my FSH is a .7.  Obviously the Testos levels are too high but can these levels have the same impact as having levels which are too low?  Thank you!
