Do check out the following link and see whether the bumps look anything like the Fordyce's spots.

Other differentials include genital warts (inherited, as you have not been sexually active), clear cell papulosis, etc.
If they resemble Fordyce's spots or penile papulosis there is no need for further intervention, but you can always consult a dermatologist for further evaluation and management, though this is not a condition that requires immediate medical attention.

Hello Dr. Mathews, first off I'd like to thank you for your time and help...I also checked out a few cases of pearly penile papules to see what it was, i saw a few pictures on google and i must say the tiny dots i was describe were very similar to what i was trying to describe...however in the picture i saw on google the these bumps were all around and seemed to be located on the actual penis it self rather than on the skin, as in my case...and in my case its a very few amount of bumps...like maybe 10 small bumps...and its strictly on the skin...are there cases of penile papulosis where the bumps are on the skin, and also, since in my case there are a very limited amount of these bumps, is it likely they were increase in number? You could be having penile papulosis - also known as pearly penile papules. These usually appear in a circle on the corona of the glans but can also appear on the foreskin sometimes.
This can happen as part of normal development and can appear anytime after puberty, but usually appear in the second or third decade of life.
No medical intervention is required as they do not cause any problems. They may sometimes be confused for genital warts, but since you have not been sexually active, it is unlikely that you could have contracted an HPV infection.
Do keep us posted on any further doubts in this regard.
