Undiagnosed penile pain

Hello - Feb 16 - woke up with burning sensation inside penis, prescribed 7 day macrobid for suspected UTI, week later urine and urine culture came back normal.  Put on 10 day Cipro suspected prostatitis, PSA, DRE and Trans Rectal Ultrasound all normal.  Went to ER a few days later with pain in the penile shaft and glans.  Examined by ER doctor and put on 10 days cipro and 1 dose cefixime.  Went back to doctor, put me on 21 days sulfatrim for suspected Epidimitis-ochitis and ordered US. US didn't show Epidimitis-ochitis. Went back to ER, doctor put me on 30 day Cipro.  Pain is focused in the glans and reverberates down the shaft, the glans appears bigger than it used( be or perhaps the shaft is smaller than it used). Anyway, point being, it doesn't look right.  STI tests were all normal.
Symptoms are the glans hurts, slight burning after urination, and a never ending ache on glans and sensitive to touch. Small Hydroceles in both testicles, I am not sexually active but penis hurts right after an erection.  Anyone know what it might be?  Could it be balanitis...I dont have any visible signs such as redness or swelling on the penis head but it just seems bigger.  Or could it be urethral stricture?  Please help..
