Hi,
A lump in the scrotum can be a cyst or an abscess. As it is not painful unless you apply significant pressure on it, it is more likely to be a cyst.
Sebaceous cysts form in areas where there are a lot of sweat glands and hair follicles and require treatment if they become infected. The problem with sebaceous cysts is that they usually have a cyst wall in place and can keep recurring even after you drain them. It is better to have it excised with the cyst wall under anesthesia and antibiotic cover. There is no urgency right now as there is no apparent inflammation, but you will need to factor this in your health plan.
It is highly unlikely that the lump could be a sign of cancer.
