Melanocytic macule cannot turn into a melanoma. But if it is a mole, then an eye has to be kept on this. If you notice changes in the mole's/mark’s color, height, size or shape, you should have a dermatologist evaluate it. You also should have it checked if it bleeds, oozes, itches, appear scaly, or become tender or painful. Otherwise it should be left as such.

Thank you for your help. I will go and see the dermatologist, however, I would like to know if this hyper-pigmentation may become over time penile melanoma, if untreated. Is that possible? or is it a common condition? Thank you for your response!

From the symptoms it can be post inflammatory hyperpigmentation after the penile injury or a melanocytic macule. It is a small, sharply circumscribed, pigmented macule surrounded by normal-appearing skin.
Cryosurgery using liquid nitrogen and laser are the main treatment modalities. I would recommend a dermatologist’s consultation for this.
