penis opening not fully open

the opening of my 3 year old son's circumcised penis is not fully open. it has a slight growth of penis tip tissue on one side of the opening outside. this condition is from birth. it does not hinder his urination but only does not allow it to go straight. he can urinate but to an angle. is it something serious? should i get medical help? or would it be ok once he starts getting erection and thus fully extending the penis tip?
