why do I have UTI symptoms but never test positive?

I am trying to determine the cause of UTI-like symptoms. I'm a 33-year-old male. This began about four months ago... after any type of sexual activity involving an erection and arousal, I will begin to have symptoms similar to UTI. It may take half a day for the symptoms to occur.

Sexual activity is only with my spouse. I have had no other partners. No STDs.

Symptoms begin after an erection. Pre-rjaculation, or ejaculation.... Frequent urination or the feeling of needing to, but being unable to. When I urinate, a few minutes later, the sensation returns. My first visit to a doctor, they told me I might be dehydrated and to drink a gallon of water a day. I did that for months. Of course, i urinated often but the urge to go and the slightly painful sensation never resolved. I've been tested for UTI about four times and they are always negative. Sexual activity is difficult now because I'll immediately have the sensation of needing to urinate. At one point, a doctor prescribed me AZO, assuming I had a UTI, and that does calm the urgency/painful sensations while it's in my system. After about a week, the symptoms may fade until the next sexual activity.

What else can I or should I do? My doctors have been unable to help so far and it's getting to be overwhelming.
