In order to gain measurable benefits, you would need to supplement with Vitamin D3 and at least 10 000 IU of it per day.
10 000 IU of D3 is how much your skin can generate in 10 to 15 mins of sun exposure (that is if you expose a large portion of the skin to the sun without sunscreen such as the back in combination with legs and arms).
Vitamin D2 is a synthetic form of the hormone in question and as such is not really good at providing same medical benefits like D3.

I have been told before that vitamin D can cause problems with kidneys. From what you said the vitamin D might not be being absorbed properly in your system. I would find out what the new pills he prescribed would do. They may help the problem.
The body makes vitamin D on its own, if you can get out in the sun and expose some skin for 20 minutes or so on a daily basis. That would be a natural way to gain vitamin D, if you need to avoid supplements due to your sensitivity.
