About my 11year old Daughter

My daughter has come to me this evening saying she wiped a bit of blood while going to the bathroom so I thought oh she must be getting her first period! She has no stomach pain or cramps and feels fine! I thought that puberty starts with breasts (which she started developing November last year) but she hasn't got no pubic hair as I asked her while having the period talk... my question is, can my daughter have her period even though she hasn't fully had her puberty change as periods come last??
