Hello,
The order of appearance of puberty symptoms is not fixed. Some girls notice breast growth as early as age 7 or 8, while others don’t start until age 13 or so.The physical changes during puberty are scaled on a scale of 1 to 5, called Tanner staging.

Both appearance of hair on genitalia and breast buds are in tanner stage 2 and if you have got one of them first, then the other will also follow in a short time. The onset of the menstrual cycles (menarche) begins about 2 to 2 1/2 years after the onset of breast development. Thus, the menstrual cycle can occur anywhere from age 9 to age 15.

It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided. For exact diagnosis, you are requested to consult your doctor. I sincerely hope that helps. Take care and please do keep me posted on how you are doing.
