Young girls so often are unhappy with their body. :>((  Your breasts will grow and shrink throughout your life.  I was fairly small (ish) and then had kids.  Holy cow, literally.  I mean, they got enormous.  They are not as big as they were then but they are still much larger than when I was a teen.  Of course, I was 90 pounds and a stick figure as a teen and am NOT anymore . . . so extra weight will also add size to your breasts.  So, your breasts will change, grow some, lose some, etc.   Overall though, we are often are what we are.  You can try lifting some weight and firming up the muscles underneath your breast tissue which might lift them a bit.  Chest presses and things like that.  You may eternally not be the biggest busted woman.  And that IS okay.  good luck
