Chlamydia and UTIs

I've been having frequent UTIs, and the first time I had a UTI I asked to get tested for Chlamydia. It was negative. Now, I'm on my 4th course of penicillin since ultimo October/primo November, and the on-call GP told me that even though I tested negative for Chlamydia with a standard swap, there may still be Chlamydia bacteria in my urethra. Is this possible?
