Extreme Razor Burn and Ingrown Hairs

I have had this problem for a little over a year now and it seems to be getting worse. Every time that I shave, I get awful razor burn that itches to the point of keeping me up at night. I have tried many different razors, shaving creams and hair removal products and none of them seem to help. Several family members have told me that I just need to stop shaving. But my skin is very sensitive and even after waiting for several days, I get ingrown hairs from not shaving. Also, I have a condition in which my body produces too much insulin making my leg hair really think... Either way, I'm too embarrassed to wear shorts or short dresses. It's started to become overwhelming constantly trying to find clothes that won't irritate my sensitive skin more and will still cover the unsightly bumps from others. I've also tried lotion after shaving and that doesn't do anything but burn. I'm currently taking medicine to help with my insulin problem but the doctor told me it will take at least two years for the thicker hair on my legs to fall out and be replaced with new thinner ones. I don't know if there is anything to do in the mean time or if I just have to wait... If anyone has ANY suggestions, I would LOVE to know. It would really help.
