I'm 18 and a 34AA

I am 18 years old and I have 34AA breasts. You may say it's genetic, but my mother is a DD and my sister is a Full C, my aunts, and grandmas all have at least a C, and they are not overweight. I have been 10 pounds overweight for the past 5 years and my breasts have still not developed into shapely breasts they are they are triangular (not filled out at all) and the area around my nipples are puffy. My period started when I was 10 years out, I have been on birth control for 2 years now. My breasts haven't showed any change since the age of 10. I guess my question is, am I doomed to this, or is there a possibility that my breasts may suddenly decide to grow at the age of 19 or into my twenties?
