Odor, white bumps, and itchiness

Okay so it's been months now and what ever has been going on hasn't changed. I am sixteen, and I noticed an itchiness occur outside my vagina, so when I checked down there,there were these several tiny white heads. If you squeeze them, they ooze out sort of like popping a pimple. So there was a bunch of these white small bumps on (i'm looking at a diagram) the prepuce of clitoris. I didn't think much of it until weeks later when an odor so strong accompanied this itch. This odor is going through my clothing and was most potent when the itchiness was at it's worst. When ever I'm the most itchiness, i notice it's when a lot of the white stuff from the bumps is spread around. I went to a gynecologist and he gave me medicine for a bacterial vaginosis but it didn't work. My mom had me try suppositories for yeast infections and that didn't work either. I went a second time to my gyno and he had me use monistat cream that didn't work either. My symptoms started in april and it's november now and I fear it's something really awful. I've never been sexually active and I can't say I know why this is happening. The white bumps around the labia majora now. When I shower and try to clean the area, if I stretch the skin the white stuff comes out easier. The skin is becoming irritated. What can this be you guys? I've read countless websites and I can't find anybody with this exact problem.

It sounds like an infection.  If the antibiotics didn't work, you are going to have to go back to the doctor.
