Rash on labia minora?

In 2014 i noticed a rash all over my labia minora and just above it next to the clit. It still hasn't gone away, hasn't spread except now there are small bumps that look like tiny spots or something along the inside bit of the labia majora mostly where it touches the main rash. There are no other symptoms I'm aware of expect what look like skin tags but almost in rows between minora and vaginal opening.
Any ideas what this could be? I can't go to a doctor due to mental health problems
