I had my dermoid cyst removed via laparotomy, when is it ok to have sex?

Ask your doctor, but when I had a C-section they said complete pelvic rest for 6 weeks. That's a bigger cut than a laparotomy, but I've heard the 6 weeks figure for laparotomies also. Definitely ask your doc, and don't rush it.
