Or the dad is not giving you his DNA for the tests.

The only way a DNA test could be wrong is if your daughter has a very rare condition in which she has 2 sets of DNA, called chimera. People with chimera have 2 sets of DNA in different parts of their body. DNA swabbed from the inside of the mouth can be different from DNA collected for a hair follicle. If they took DNA from multiple locations and tested it against her father's and it came out that they weren't a match, then he is not her father. DNA tests are very accurate.
