I think that it is OK for her to use tampons but you must educate her on the usage and she needs to change them often. I would not recommend she use them throughout the night but during the daytime it is definately more comfortable. I have used tampons ever since I started my period and I never had a problem. I was 11 when I first got my period as well. I believe she will be fine just keep monitoring her use for good hygiene. Hope this helps
