Condom rip!

I recently had sex with a person (protected). While trying the second time, when my penis was still very dry and not even half erect i tried to penetrate and i think, because my penis was dry, condom got ripped while my member had not entered past the outside of her vagina. I carefully took the condom off and found a small rip on it. After that i wiped my member with clean towel. After an hour i rinsed my member with concentrated dettol (without diluting). What are the odds of contracting STDs/HIV? Do i need to get myself tested for them? If i do, how long should i wait?

You were not at any risk for HIV. No penetration = no risk.

The condom ripped before penetration? You need to have a fluid present that has HIV in it in order to have any risk at all.  Assuming your partner had HIV (very low odds), and assuming there was vaginal fluid on the condom, and assuming that some of that fluid gets in through the rip... your odds are still very low.  Washing your penis has no effect on transmission, by the way.  I'm not sure what dettol is but it doesn't sound like something I'd use to clean body parts with.
