Do you think it might tbe the inhalers causing it, some are steroid based. Something to definitely look into. I know some of them do increase heart rate and can cause agitation.
I think ask for an evaluation through an early intervention program in yoru area. Your pediatrician or doctor should know the number. My son was evaluated when he was a little over a year due to speech delays.

What breathing meds are being used by him. I know that some of the meds for asthma (inhaler types) can make a child quite hyper.
Hi, it is hard to say with a child of 3. Many are quite rambunctious and full of energy. However, your little guy seems not to be able to maintain himself in a room full of other energetic little ones so he is standing out as different. Mine did too . . . so don't think I'm saying this like it is bad.
I don't know if your son's breathing issues are related to his issues in daycare . . . are they due to a premature birth? I only ask because there is one thing that can cause a child to be very hyper acting and hard to maintain in an environment such as daycare that is called sensory integration disorder. This is a developmental delay that affects the nervous system and is what my son has. My son is a sensory seeker which means he is always on the move.
You don't give much detail at all for why he is not allowed/thrown out of these various day cares so I don't know if sensory relates to your child or not . . .other than that my son also had focus issues, always moved, didn't respect other's boundaries, couldn't sit still, etc.
I'm going to make a suggestion. I would call your local public school system (I see you live in California)------- ask for a formal evaluation. I'd ask for speech, occupational therapy, and psych evals. Get the whole thing because if you are going to do it, you should just "do" it. If they see something that indicates a problem, your son will be eligible for their early childhood (age 3 to 5) preschool program and services provided by the school (pt, ot, speech, psych, etc.). It is free as it is a program required by law. It usually runs 4 half days a week and has bus service. I don't know if they provide after care or not . . . but the program is designed to assess a child for issues and do early intervention. I highly recommend that.
