neonatal eye opening

Baby seems to sleep almost 24 hours per day at age 24 days.  Eyes not open at birth and continue to be closed except for a few minutes per day.  Cannot rouse baby by patting face, tickling feet, speaking in loud voice, etc.  Does this indicate any particular problem?

Was the baby premature all at? Or was it born term. My niece was premature and is just now starting to open her eyes and wake more frequently and she's over 6 weeks old. Does the doctors seem at all concerned about it?
