Anyway, I finally found someone who has the exact same condition as my son (3 years).
My wife noticed these clusters of bumps about the end of October, around Halloween. We took him to the doc over 1 week ago when it was apparent these things were'nt going away. As per his doc's advice, we applied 2% cortizone for 5 days. They've faded only slightly since, but we now, from the advice of our doc, plan to see a derm next week.
There's only been 2 new things he's done or been exposed for the first time in the past month prior: (1)taken 30 days of Singulair and (2) touch the insides of a pumpkin. I don't know if any of those 2 have anything to do with it, but I'd just like to share that in the hopes of determining the cause.
Anyway, thanks ahead of time for anyone who can help. I would also like to know the current status of Grant's child if possible.

Finally, I found someone who described EXACTLY what my 3 year old has. These bumps are in the back of just one of his hands and no where else. Anyway, we took my son to the doc just last week, but without success. Now we'll be heading to a dermatologist in a week.

He hasn't done anything differently or been anywhere new within the past month except for two things: (1) He took Singulair for 30 days prior to the appearance of these bumps and (2) he touched a pumpkin for the first time.
I want to provide as much info in the hopes of finding some common factors that Grant's child and my child may have. But the only other thing I can think of is that my son tends to sweat a lot down here in south Florida. (That's not new, cause he's alway been a 'sweater' since he was younger).
Hopefully Grant (or someone else) can help or at least update us with his childs situation.

Ever since I was little, I have had these bumbs as well. I am 22 now and I still have these bumbs. These bumbs are all over my legs and upper arms (elbows up) however, none are present on my stomach, back, or any other areas. As mentioned by the above concern parents, they are very small and when scratched, it does not hurt or become inflamed. You mentioned that this could be due to a virual infection. Could a virual infection last for over 12 years without any internal side affects or damage/spreading to other areas within the body. Thank you in advance for your time.

It will probably turn oput to be a viral infection of some sort. Viral rashes are often generalized, nonspecific, and not associated with other symptoms (cough, fever.) There's nothing much to do except monitor the bums, as your doctor counsels. I can't think of any particular skin diseases this could me, especially no serious ones. I would wait, perhaps a week or so. If the rash changes character or refuses to leave, a dermatology visit may be in order. But I think you won't need one.
