Found a small, hard bump underneath the skin

Early this morning, I scratched my shoulder and found a small, hsrd bump underneath the skin on my shoulder. I looked in the mirror, and found a small, faint freckle directly over the site with soft, regular edges. The bump is directly beneath, is fixed, mildly painful to the touch (feels more like a sunburn), and is not close enough to the surface to raise the skin. I don't think the freckle is new, and I haven't had any recent sun damage in the area. This is the first time I have noticed this in the area.
