Am I pregnant?

Does (peroid-like) withdrawal bleeding 7 days after taking ECP means I’m not pregnant? (period-like withdrawal bleeding lasted for 4 days)

Bleeding is never really a guarantee that you are not pregnant- you can bleed during pregnancy for many reasons, some women even have regular periods.  However, it's also pretty normal to have bleeding after ECP- I'm assuming it's only been about 7 days since the sexual encounter?  You usually need to wait about two weeks after for an accurate pregnancy test.  I would say it's unlikely that you are pregnant, but wait another week and test to be sure.
